Dear Senator,

I was disappointed to hear that you failed to vote for SB 810 just recently, and that your vote on the bill contributed to its defeat in the Senate. If the bill comes up for a vote again in this coming week, I strongly urge you to vote for it.

As you may remember, SB 810 would provide affordable health insurance for all the people of California.

You may think that passage of the federal health care reform bill by Congress makes SB 810 unnecessary. However, there are several reasons to doubt that belief.

For example, according to an NBC/Wall Street Journal poll 80% of the people think Congress is doing a poor job. Only 13% think they are doing a good job.

Many people think a major cause of the problem is that the Republicans control the House of Representatives while the Democrats control the US Senate, and the parties can't agree on things that need to be done.

Given these facts, it is distinctly possible that the people will vote to give Republicans control of the Senate.

The Republicans have vowed to overturn the federal health care reform bill. If they gain control of both houses of Congress, they will surely do so.

You may think that won't happen because President Obama would veto such a bill. However, his re-election is far from certain. The most recent NBC/Wall Street Journal poll indicates that only 48% of the public think the President is doing a good job.

That fact, combined with the slow pace of economic recovery means that his re-election is far from certain.

Even if the federal health care reform legislation is not overturned by Congress and the President, it may yet be overturned by the courts.

While a US appeals court in Cincinnati upheld the law, another appeals court in Atlanta ruled that the requirement that everyone buy health insurance is unconstitutional. Given its majority of conservative justices, it is quite possible that the US Supreme court will overturn the law, or emasculate it by overturning key elements of the law.

Even if it remains in force, it is inadequate to the needs of the people of California. For example, it does not provide universal health care. In particular, it does not provide health insurance for undocumented immigrants.

And, according to the US Department of Homeland Security, 2.6 million undocumented immigrants live in California. Under the federal health care reform law, the state will probably end up paying most of the cost of their health care.

And finally, Californians would be able to buy health insurance at a lower cost under SB 810, than under the federal health care reform program. Here's why. Under the federal law people will buy insurance from private insurance companies. Those companies then would pay the hospitals and doctor bills. Those insurance companies have to make a profit.

Under SB 810 the doctors and hospitals would be paid by a state agency. That agency would have to cover its costs, but not make a profit. Californians would pay part of the cost of their coverage, but, since the state agency would not have to make a profit, people would be paying less than under the federal health care reform program.

For all these reasons, I urge you to support SB 810 if it comes up for a vote on the Senate floor again.
