Dear Governor Brown:
Please sign AB 1573 when it comes before you from the legislature. This bill would allow children in foster care to stay in their current school, if it is in their best interest, even if they move to a different school district.
Sadly, foster children often move from one foster home to another before they age out of foster care at age 18. Often those multiple homes are in different school districts. As a result, according to a study funded by the Stuart Foundation, foster children in California attend an average of 9 schools by age 18.
These frequent changes in schools are very disruptive to the educational progress of these students. Often they lose much of the school year, and the constant adjustment to new schools creates emotional barriers that interfere with effective learning.
These changes also contribute to the fact that 50% of foster children drop out of high school before graduation. High school dropouts are condemned to a life of poverty. On average their annual income is lower than most high school graduates, and much lower than that of college graduates.
AB 1573 would greatly reduce the constant merry-go-round of changing schools. It could do much to improve foster childrens' chance of success in life.
Actually, by signing AB 1573, you will be conforming our state laws with federal law. The federal Fostering Connections to Success and Increasing Adoptions Act of 2008 requires just what AB 1573 requires. However, the federal law has no enforcement mechanism. So we need AB 1573.
