Dear Assembly Member,

I urge you to vote for AB 1596 when it comes before you in the Assembly Revenue and Tax Committee on May 14.

Current state law grants a $3000 tax deduction for each new person hired by any business owner with 20 or fewer employees. AB 1596 would extend that benefit to business owners with 50 or fewer employees.

Here is why this bill is so important. The US Small Business Administration says that small employers generated 65% of net new jobs over the last 17 years. That agency defines small employers as those employing fewer than 500 people.

According to the Bureau of Labor Statistics, there are 2,019,516 unemployed people in California. There are probably more because that number does not include discouraged unemployed workers who have stopped looking for work.

A primary reason that our state economy is improving so slowly is that people are not spending as much as usual. The huge number of unemployed Californians have had to slash their spending because they are unemployed.

This means businesses aren't selling their goods and services, which means they can't afford to hire the unemployed. It is a vicious cycle which does harm to everyone.

Tax credits for new hires is one way to end that vicious cycle. Tax credits can encourage more employers to take a chance on hiring additional workers. Clearly our economy needs that boost
