Dear Senator,
I urge you to vote for AB 1691 when it comes before you in the Senate Appropriations Committee on June 25.
This legislation will allow CalWORKs (welfare) recipients, with limited English skills, to participate in English as a Second Language (ESL) classes that will help them find work and become self supporting.
Under California law, the most important task of a CalWORKs recipient is to gain the skills needed to get a job, and get off CalWORKs. I certainly applaud that goal. However, in this labor market, it's hard to find a job. The difficulty is magnified many times over for job seekers who speak little English.
But even when someone gets a job, a lack of English skills can make it doubly hard to keep it. According to research compiled by the Center for Adult English Language Acquisition, speaking and reading English is a key factor contributing toward success in the workforce.
Non-English speakers in the workplace face a number of challenges: difficulty getting a job in the first place; intimidation and frustration when trying to communicate with English speaking supervisors and coworkers; and following instructions they don't truly understand. All of this can contribute to a lack of productivity, mistakes, injuries, and a general lack of trust between the employer and workers. For many the inevitable outcome is being laid off.
As a result, rushing limited English CalWorks recipients into employment, without helping them build their English skills, is counterproductive. Too often it prevents them from finding and holding permanent work. Many of them will just land back on CalWORKS again.
If we really want people to get of welfare, and stay off it, we must allow those who need it to take English comprehension classes while still on welfare That is what AB 1691 would do. Please vote for it.
