Please vote for AB 1790 when it comes before you on the Senate floor.
Every few years the State Board of Education goes through a process of reviewing text books submitted to them by text book publishers. In that process it approves a set of text books that relate to the subjects taught in public schools and high schools. It then recommends the text books it has chosen for use by the public schools.
The purpose of this repeating cycle of text book approval is to make sure schools are using the most up to date text books.
A fundamental problem with this process is that text books are expensive. They must be printed, they must be shipped to the schools, they must be stored in the schools until distributed to the students.
As everyone knows, our public schools are reeling from the huge budget cuts that have been imposed by the state. Thousands of teachers have been laid off.
Hopefully, school budgets will be in better shape by the time that the next cycle for approving text books comes around. But, even in the best of times, schools should be cutting unnecessary costs wherever possible so that all their resources can be focused, like a laser, on providing the best possible education to their students.
AB 1790 would require a publisher submitting text books for adoption by the State Board of Education, or by school districts, ensure that the text books are available in both print and digital formats.
This will give school districts the option to offer electronic copies of the text books to their students rather than paper copies. And that could help those schools focus more of their budgets on providing students with the best education that money can buy.
