Dear Assembly Member,
I urge you to vote for AB 1800 when it comes before you on the floor of the Assembly.
AB 1800 would amend state law to say that health insurance policies, and health care services plans, may not require covered people to pay more out of pocket expenses for health care than is allowed under federal law.
According to the Kaiser Family Foundation, the initial federal limits on out of pocket expenses (starting in 2014) will be $5,950 per individual or $11,900 per family. These limits are indexed to inflation, and so may go up a little each year.
The cost of health care has been skyrocketing for years. According to the Kaiser Foundation, "Health expenditures in the United States neared $2.6 trillion in 2010, over ten times the $256 billion spent in 1980". They say the increase in the cost of health care is expected to grow faster than national income for the foreseeable future.
This is contributing to the growing numbers of people who go bankrupt because of their medical costs. According to a study done by Harvard University, medical costs caused 62% of all personal bankruptcies filed in the U.S. in 2007. And 78% of those filers had medical insurance at the start of their illness, including 60.3% who had private coverage, not Medicare or Medicaid.
These are the stark facts faced by millions of people all across the face of California. Those facts demonstrate the critical need to set limits on what people must pay out of pocket each year in medical expenses.
AB 1800 is an absolutely essential bill. Please vote for it when it comes before you in the Assembly.
