Dear Governor Brown:
Please sign AB 1896. This bill would allow health care practitioners (doctors, nurses, etc.) to work in Native American health programs, without being licensed by the state of California, as long as they are licensed to do so in some state. Federal law already permits this. AB 1896 would simply conform state law to federal law.
These programs often lack the usual conveniences with which providers are familiar. According to the U.S. Department of Health and Human Services these remote work locations, often have insufficient housing, lack of jobs for spouses, lack of community activities for youth, and insufficient opportunities for continuing education.
All of this makes it hard for Native American Health Programs to recruit medical professionals to care for members of their tribes. Quick turnover is a problem as well. Under these conditions medical staff just don't stay very long.
For patients who must seek regular treatment due to chronic health conditions, it is imperative that providers are aware of their medical history and the types of medication taken. Inconsistency among providers causes undue burden for the patient who must provide his or her medical history to each new provider.
In addition, inconsistency makes it difficult for the provider to diagnose the illness and make appropriate treatment decisions. Among the resulting problems are mis-diagnosis and the assignment of incorrect treatment regimens. Furthermore, without an accurate medical history, providers may prescribe medications that interact negatively with previously prescribed medications or that produce allergic reactions. Therefore, continuity of care is an important indicator of quality care.
AB 1896 deals with these problems by increasing the pool of medical professionals that Native American Health programs can draw upon. It would allow them to hire medical professionals that do not have a California license, but who are licensed by some other state.
AB 1896 conforms with federal law. It deserves your support. Please sign it.
