Dear Senator,
Please vote for AB 2352 when it comes before you in the Senate Appropriations Committee on June 25.
This bill would eliminate the rule which says anyone who owns a car worth over $4,650 does not qualify to receive assistance from the CalWORKs program. CalWORKs is the California program that most people would call welfare, or cash assistance.
Here is why you should support this bill.
According to the California Employment Development Department (EDD), there were more than 2 million unemployed Californians in March of this year. And EDD reports that more than 660,000 unemployed workers in California have run out of all available Unemployment Insurance benefits.
For most of these people there is no alternative to applying for CalWORKS. They need the cash assistance provided by this program to keep food on the table and a roof over their heads. Large numbers of them have a car. And that's a good thing. Most people need a car to look for work and to get to a job if they get hired.
But the CalWORKs limit on the value of the cars recipients may own puts them in a no win situation. To qualify for assistance, they are forced to get rid of their car. If they get rid of their car, many of them can't get to job interviews or to jobs if they get hired. They could buy a cheap car, but that is likely to provide them with unreliable transportation. It could prevent them from doing what is needed to find and keep a job.
I want to keep the cost of CalWORKs, to me and other tax payers, as low as possible. Having a reliable car will help more people find employment and get off welfare. That will lower CalWORKs costs. For this reason, it only makes sense for your Appropriations Committee to support this bill. Please vote for AB 2352.
