Dear Assembly Member,
Please vote for AB 2356 when it comes before you on the Assembly floor.
This bill would allow fertility clinics to provide fresh semen, without the need of multiple tests of the semen, to single women, or to a woman in a same sex relationship, if she has already been exposed to the semen of the donor, for example through trying and failing at artificial insemination at home.
This would avoid the long and expensive process of testing the donor for HIV and freezing the semen.
There is really no point to postponing insemination of the prospective mother until after the semen has been tested for HIV, if she has already been exposed to it.
If the woman has already been exposed to the donor's semen, delaying insemination for testing is like closing the barn door after the horses have gotten out of the barn.
Second, freezing semen can damage some or all of it. That increases the chance that the woman will end up paying for an expensive insemination process that fails.
Or she may have to pay for several procedures in hopes that at least some of the sample is alive enough to lead to pregnancy.
As I have said, the artificial insemination process is expensive. Single women, in particular, are likely to have a lower household income than married women, or women in a same sex relationship.
Even women in same sex relationships may have lower household income than heterosexual couples by virtue of the fact that women, on average, have lower income than men.
Single women, and women in same sex couples, have every right to have children. It makes no sense to burden them with expensive, lengthy testing processes to protect them from something they have already been exposed to.
For all these reasons, I urge you to vote for AB 2356.
