Dear Senator,

I urge you to vote for SB 1080 when it comes before you in the Senate Appropriations Committee on May 24.

This bill would, for now, authorize the instruction in grades 7 through 12 to include instruction related to the understanding of personal finances, mathematics, budgeting, savings, credit, and identity theft. It would also require the State Department of Education to develop a personal finances curriculum that could be used as resource material for schools to teach about these issues in the future.

Much of blame for this current long economic downturn can be laid at the feet of the nation's bankers. Time and again they used poor judgement in their business decisions.

But the bursting of the housing bubble also results, in large part, from bad decisions made by individuals and families across the nation. Millions bought homes they could not afford. Millions more took out mortgages that would bankrupt them even if only one of the bread winners in the home became unemployed through layoff or because of ill health.

Many took out adjustable rate mortgages whose initial monthly payments were affordable but which became unaffordable once the rates started adjusting upwards. Too many took out equity loans on their homes to spend on vacations and other luxuries. Then, when the bubble burst, their homes became much less valuable. They had much less equity in the home to act as security, for the banks, if they stopped paying their mortgage. So the banks asked home owners to repay part or all their equity loans. Millions did not have the money to do so. They had spent it on their vacations, etc. As a result they lost their homes.

Massive numbers of people did not have the personal finance skills they needed to avoid the above mistakes. If our schools had taught them how to better manage their finances, many of them would have avoided most or all of those mistakes.

The instruction required by SB 1080 would give future generations the skills they need to avoid making the same mistakes. It is important legislation. Please vote for it.
