Dear Senator:
I urge you to vote for SB 1082 (Corbett) when it comes before you in the Senate Appropriations Committee on April 17.
SB 1082 would allow minors, who were enrolled in the Safe At Home (SAH) program when they were children, to re-enroll, as adults, when they reach the age of 18.
The purpose of this program is to prevent domestic abusers from finding their victims in order to continue abusing them.
This is not a minor problem. According to a Centers For Disease Control fact sheet, nearly 3 in 10 women and 1 in 10 men in the US have experienced rape, physical violence, and/or stalking by a partner.
Domestic abuse resulted in 2,340 deaths in 2007. Of these deaths, 70% were females and 30% were males.
Safe at Home (SAH) is a confidential address program administered by the Secretary of State that offers anonymity to victims of domestic violence, stalking, and sexual assault.
It also provides the same services to reproductive healthcare workers.
Participants can use a free post office box instead of their home address to help maintain their privacy when receiving first-class mail, filling out government documents, registering to vote, getting a driver's license, enrolling a child in school, and more.
Using a post office box keeps their abusers from learning where they live. All mail to those being protected is addressed to the SAH program which then forwards it to the program participants post office box.
Since its inception in 1999, the Safe at Home Program has helped protect the identities of nearly 6,260 survivors of domestic violence, stalking, and sexual assault, as well as reproductive health care doctors, nurses, volunteers and patients.
It needs to be clear that minors who have been protected by the program can continue to receive that protection after the age of 18.
SB 1082 makes that clear. Please vote for it.
