Dear Senator,
I urge you to vote for SB 1109 when it comes before you in the Senate Appropriations Committee on May 24. This bill would require the California Department of Education to create a master plan to help English learner students to complete their education.
Currently, according to the US Census 90 percent of new Californians are Latino. Two thirds of California's children are Latino or Asian Pacific Islander, and most of them speak limited English.
The problem is that thirty one percent of those children who speak limited English, and who make it to ninth grade, never graduate from high school. And, of those who do graduate from high school, only thirteen percent get a college bachelor's degree.
Latino and Asian Pacific Islanders are becoming the majority in this state. We need large numbers of them to graduate from college to fill the needs of our state's employers. Our current dismal record of helping these students get fully educated, is a disservice to those students, and to private industry in our state.
Better educated adults earn more. That means they would spend more. That would improve state and local government revenues and increase the profitability of businesses in our state. It would provide larger numbers of college graduates to better meet the need of employers who need college graduates.
Continuing the current dismal education achievement of limited English students will make those students the poorer, and it is likely to drive business to other states.
SB 1109 would direct the state to create a plan to do better in future. It is good legislation. Please vote for it.
