Dear Senator,
I urge you to vote for SB 1193 when it comes before you on the Senate floor.
This bill would require certain types of businesses to post notices telling victims of human trafficking where they can go for help. The notices would have to be in English, Spanish, and any other language spoken by many people in the county where the sign is being posted.
There are roughly 10,000 people working in forced labor in the United States. Somewhere between 14,500 and17,500 victims of forced labor are brought to the US each year. Large numbers of them come from Asia and the Pacific Islands west of California. That fact combined with our state's long international border has made California the place of entry for a large part of these forced laborers.
Do you think this can't be true in our nation? Since 2007 the National Human Trafficking Resource Center has received over, 48,000 calls about 5,300 victims of forced labor in this country.
Forced labor is, of course, illegal in this country. But the victims of this crime usually have no idea where to go for help in escaping their enslavement.
SB 1193 would require that information about where victims can go for help be posted in liquor stores, sexually oriented businesses, air ports, bus stations and other places where victims of forced labor might see them.
The fact that what can only be called slavery still exists in this country, 150 years after it was supposedly abolished, is a disgrace.
We can do our part in helping to put an end to this crime by letting its victims know where they can get help. That is what SB 1193 would do, so I urge you to vote for it.
