Dear Senator:

I am writing to express my strong support for SB 1456, the Student Success Act of 2012. Please vote for it when it comes before you in the Senate Appropriations Committee on May 14.

California's future is dependent upon its colleges producing enough college graduates to meet the needs of the state. Our Community Colleges have over 2.6 million students currently enrolled in the 112 colleges across our state. They can play a critical role in meeting that need for college graduates.

But, by any measure, community college completion rates are unacceptable. A study by the Institute for Higher Education Leadership & Policy found that only 3 in 10 students earned a certificate, degree, or transferred to a four year college after six years. These rates were even lower for Black and Latino students.

SB 1456 can improve on those dismal completion rates. It would implement critical student support strategies that have long been proven to help students reach their college goals.

Specifically, SB 1456 will require the Community Colleges to establish procedures and standards of services to students to help them succeed in their studies. Those services would include orientation and pre-orientation services, assessment and counseling upon enrollment, and post-enrollment evaluation of a students progress.

Our Community Colleges, under certain circumstances, can waive the fees students pay for their classes. SB 1456 would require that students who apply for a waiver of their fees for classes meet academic and progress standards determined by the Community Colleges.

This bill sets high standards for the services colleges must provide to their students. Then it says to students, to get fee waivers, you must work hard and make progress if you are to qualify for the fee waivers.

I believe this bill will do much to improve student outcomes. Please vote for SB 1456.
