Subject: Support Innocence Protection Legislation in Pennsylvania
As a constituent, I write to express my support for SB 1337 and 1338, which would bring needed reforms to our criminal justice system and protect innocent people from being arrested and convicted for crimes they did not commit.
In Pennsylvania, 11 people have been exonerated through DNA evidence after they were convicted of crimes they did not commit. These men served several decades in prison for no reason, as victims themselves. When we arrest and convict an innocent person, we all suffer. The victim, who cannot obtain needed closure, the public when the true perpetrator commits more crimes, and, of course, the innocent person imprisoned for a crime committed by another. DNA exonerations are shining a light on our criminal justice system and showing us that changes are needed. The challenge for us, at this moment, is to seize the opportunity presented and fix the problem.
We know there are ways to prevent such tragedies, protect society, and restore faith in our broken system. The measures addressed in SB 1337 and 1338 will bring Pennsylvania into the community of states working to prevent wrongful convictions from occurring by bringing eyewitness identification procedures in line with best practices followed across the country, requiring police to record interrogations with suspects, require reliability hearings before informant testimony can be used, and other measures beneficial to the criminal justice system.
