Your Personal Statement
Tax Increment Financing (TIF) was meant to create jobs and prevent blight by promoting economic development that could not occur "but for" the TIF. Many groups question whether TIFs are "the right tool for the job," citing lack of accountability, diversion of funds from other public services, escalation of assessments fueling displacement, etc. Given these valid concerns, our community believes that, if a TIF is established, projects must meet a high bar for community benefits, such as living wage jobs, low cost housing, public access and public/green space.
I cannot support the proposal to use millions of TIF dollars to reimburse Loyola University for rehab of tax-exempt campus properties. This plan meets neither community benefits standards nor the "but for" test, does not alleviate any of the alleged blighting factors and diverts substantial potential TIF revenue from more important community needs. Please drop this proposal and instead work with the community on plans that honor our values of diversity, affordability, sustainability and justice.
