Dear Councilman DiCicco,
Thank you for initiating the process that led to the Civic Vision for the Central Delaware. Thousands of Philadelphians participated in this community-driven planning effort. The zoning overlay legislation you introduced is an essential step in bridging the gap between now and the implementation of the Master Plan for the waterfront. Neighbors Allied for the Best Riverfront (NABR) advocates amending the overlay to more closely reflect the principles of the Civic Vision, and particularly for these:
* A 100' setback from the edge of the river.
* Many points of public access to the river and a riverfront trail that's open 24/7.
* The draft legislation contains a list of prohibited uses. We want gaming facilities, pay day lenders and gun shops added to the list.
* Requiring archeological and historical surveys to be completed for all parcels to protect the history of the waterfront.
