Dear Mr. Larick,
I am writing to you today in support of the monitoring rules for permitted animal operations that were drafted via a stakeholder process last year. This rule embodies a targeted and workable alternative that protects North Carolina's economy, its environment, and the health if its citizens. Through a demonstrative and preventative plan, monitoring of waste discharge from industrial animal feeding operations can efficiently and effectively reduce the environmental and human health impacts caused by animal waste discharges.
The industrial swine industry has had a negative impact on the water quality in many rivers in eastern North Carolina, including the Neuse River watershed, where I currently live. The impact of these facilities causes me concern for the health of not just our waters, but also to the public health concerns related to the current waste management process used by these swine facilities.
In addition, the impact to the states drinking water is also impacted since the waste from swine facilities can permeate the groundwater from which many residents get their water supplies.
We have already witnessed three (3) major fish kills in the lower Neuse watershed, and the Pamlico River has suffered in a like manner. These fish kill events can be scientifically traced back to the swine industry as being a major contributor to the high nutrient loads that result in fish dying by the tens of thousands.
To conclude, the new monitoring requirements will provide, over time, a significant source of information about the environmental performance not only of individual operations, but the overall livestock industry in North Carolina. For the first time, farmers, state officials, and the public will have the ability to evaluate the performance of the waste control measures required of these large livestock operations, and to better understand the water quality impacts associated with concentrated animal production.
Therefore, I ask that the NC Environmental Management Commission approve the proposed rule.
