To Gov. Quinn, Speaker Madigan, Senator Cullerton, Senator Radogno and Rep. Cross:

I am troubled by the wasteful spending in the recently-enacted, so-called "Capital Bill."

First, I find it interesting that at the same time Springfield politicians are discussing tax hikes and doomsday spending cuts, that you find the time to enact the largest spending bill in Illinois history.

Second, isn't the money in this bill supposed to go toward repairing our state's roads and infrastructure?

If so, then why is there considerable money for churches across the state of Illinois? And, doesn't that raise Constitutional issues of the separation of church and state?

Here is just a small list of the non-infrastructure spending in this massive bill:

* Voice of the City gets $75,000 to renovate its Arts Studio.
* Black Ensemble Theatre gets $100,000.
* Old Town School of Folk Music gets $1 million for improvements.
* Regal Theatre gets $200,000 to build a new parking lot.
* ETA Creative Arts Foundation gets $500,000 for renovations.
* Apple Tree Theatre gets $100,000 for renovations.
* Peggy Notebart Nature Museum gets $1,000,000.

None of those projects are related to our state's roads and infrastructure -- but I sure bet they help the political prospects of the legislators who represent these districts.

Shame on you for wasting our tax dollars like this.

I look forward to your response -- and ask you to revisit the spending in this bill as soon as you reconvene in Springfield.
