Dear Supervisors Biane, Gonzales, Derry, Mitzelfelt and Ovitt:

I oppose weakening the San Bernardino County ORV Ordinance 3973 by eliminating the requirement for a permit for stagings. This change will lead to widespread trespass on private and public lands, destruction of natural and cultural resources, increased costs for law enforcement and emergency services, and damage to county roads and flood control infrastructure.

Both county code enforcement and law enforcement have reported that the ordinance is working the way it is and should not be changed. Staging permits provide code enforcement with the ability to monitor groups assembled to ride. Policy should be based on what is best for county residents, not special interest groups.

I ask that you support the rights of homeowners, residents and businesses to live in communities free from the problems associated with large, unmanaged stagings of ORVs.
