I have become aware that the DEP is allowing Casella to move forward with the permitting process, despite the financial risk to the Town of Southbridge. The Provisional Permit allows the Landfill to increase the amount of MSW they accept from 24,960 tpy to 180,960 tpy, without regard to geographic origin. This is unacceptable.

Increasing MSW will:
* increase the threat to public health, safety and the environment caused by Landfill leachate and emissions to air.
* increase the traffic impact on Sturbridge, Charlton, and Southbridge.
* increase the impact of odor and other nuisances to residents and business owners.
* increase the threat to public safety caused by aircraft birdstrikes.

Issuing this permit is not timely. The appeal is still pending. If it is successful, there is no safe way for SRD/Casella to remove the tons of materials landfilled under this new permit. The financial risk is being shared by the Town of Southbridge and SRD/Casella, but the harm will impact the residents in surrounding communities.

Furthermore, the DEP is currently drafting a Solid Waste Management Plan for 2010-2020 that was supposed to be completed in September 2009. Until it is completed and a concrete plan for solid waste disposal in Massachusetts is adopted for the next 10 years, the DEP will not have shown that the additional capacity in Southbridge is necessary.

The DEP issued a press release on Dec. 11, 2009 embracing Zero Waste principals and the need to phase out "problem" landfills. The Southbridge Landfill is a "problem" landfill. Not only is the Southbridge Landfill in an environmental justice community, but if it accepts 405,600 tpy, it will be the largest MSW landfill in the state. It is hard to imagine a facility that would present more danger to the adjacent public airport or Southbridge's environmental justice community.

Before allowing the expansion of the Southbridge Landfill, the DEP should complete its 10-year plan, and make sure that this problem landfill is necessary or advisable.
