Subject: Clean Power, Clean Government! Oppose H8083A and S2819A


To the Honorable Members of the House Environment and Natural Resources Committee,

Today your committee will be hearing bill S 2819A which deals with the pending bid for an offshore wind farm by Deepwater Wind. Although I am a strong supporter of renewable energy and the green economy, I cannot support this bill because of the usurpation of government processes.

I oppose Deepwater Wind legislation that does not incorporate the following pieces:

1) The legislation should retain the authority of the Public Utilities Commission to protect the ratepayer.

2) When determining what is commercially reasonable, the PUC should take into account the cost of environmental externalities of all eligible renewable energy development projects relative to conventional electrical generation projects.

3) When determining what is commercially reasonable, the PUC should take into account the economic development hurdles of first time renewable projects of any type.

4) The legislation should not refer to a "preferred developer," or give special powers or privileges to one corporation.

I want to preserve fair and open processes that get us the best deal for Rhode Island so we can afford enough renewable energy to meet our goals of avoiding the catastrophic effects of climate change.
